custom sample upload and use

iv been here a while and i recently took the sample upload user agreement quiz, of which I passed. but it still won't let me use custom samples and won't let me upload samples. I'm confused on why I cannot

    i can upload samples, but i cannot use my own/other people's samples. also I cannot view the samples I have favorited eaither

      1.-Go to WINDOW, then click on PREFERENCES.

      Click on SAMPLES.

      Click on UNSAFE.

      Click DONE.

      2.-Then go to SAMPLES, click on "all" (all samples) or "my" (your samples), and down of that is the other all.
