You see, I'm really, REALLY stupid, and I'm just finding this out now. If one person wants to upload a sample they paid good money for, (assuming, of course, that all rules for sample uploading were lifted) and it's not private, now everyone's using a sample for free while one person had to pay for it. And I'm pretty sure that's against the law. :/

This also applies to private samples if the track using them can be remixed. Probably not against the law, but definitely against the agreement with the original sample creator/publisher you bought the samples from. And it's not only about your money. Even if the samples were obtained for free, as in a free sample pack, the original sample publisher usually wants to remain the only source of them, therefore they forbid redistribution by their users.
