If the tempo of your arrangement is 140 bpm (destination tempo), then you don't need to do anything: bringing a sample into your desktop will adjust it to the track's tempo regardless of original tempo (be sure to select a playback mode: pitch shift or time stretch).

Do you mean to get a 108 bpm sample to play at a higher pitch, like it's ~140 ?
If you mean to have it in a higher pitch, just raise the pitch knob value on the machiniste when you put the hi hat in. Or if it is from a beatbox machine, I personally suggest to look up that same drum sound in the sample library and put it in the machiniste to pitch it.
If you mean sounding by how often/fast the sample plays...just place it on the timeline more. Like, leave less empty space for it on the timeline.
