No. Samples from a sample pack are royalty-free but copyrighted. It means that you don't have to pay for their use in your work, but you don't have permission to copy them or redistribute them, which is what happens when you upload them to Audiotool. Samples from online databases, including those licensed as Creative Commons, might originate from copyrighted material.
