From your description is sounds like you're actually referring to audio regions ("beats") instead of notes. Make sure that your snap value is set to Smart or anything shorter than "Bar", zoom in your timeline view (click on it and press + a few times) and drag the right edge of your beat to the left. This also works for notes.
