what if someones account was removed or deleted and they had a sample or asset that someone was using?

'Cause as it's a public library, other people might be using them and it would break their track to remove the samples

Samples, yes. Just click the "X" icon to the right of them in your Assets > Samples page. This doesn't delete them but it blocks them, which is practically equivalent. Presets, no, unfortunately not.
