i started with the photo on adobe photoshop. I cleaned up the original photo a little bit then moved on the microsoft paint where i outlined the whole thing with black. then i used a liquify effect to move the lines around a bit as i added more and more. then i put in a randomized color faded version of the original photo and put it behind the lines. i also used a watercolor effect for the color too.
