Yes, it's the amount of people that listen to all or close to all of your music and favorite it. The less songs you have, the more you'll have, unless you have a very active community.

The fans don't matter as much unless you have a lot of songs and a lot of fans. That means you have a mostly active community. I only have 2 songs but a bunch of fans.
