It's just my theory, because both zones were supposed to be where Sonic would learn to transform into Super Sonic in Sonic 2 and Hyper Sonic in Sonic and Knuckles after collecting all 7 of the Chaos and Super Emeralds.
Is this the same Hidden Palace that was reused for Sonic and Knuckles?

It is easy to Ring-Attack this zone, if you have Debug mode.
The entire reason I despise him in the first place.
