It's interesting seeing that common sentiment, "AT isn't what it used to be," and piecing things together by myself, it looks like:
"Charting" is based SOLELY on competitive likes for all tracks in the genre for the week
and
Hardcore as an AT genre is noncompetitive based on the amount of tracks & likes
