This would fit right in on some of the games I used to play as a really young kid. Used to be most CD ROM drives could not read much faster than 1411bits/sec, so full quality audio maxed out the drive. They couldn't load game data off the disk and play full quality audio, so they would halve the bitrate on the audio, giving it a really distinct sound.
